This is Lecane bulla. A rotifer of the Family Lecanidae. The Lecanidae, is one of the largest families of Rotifera with more than 209 species known globally and approx. 80 species known to occur within Australian inland waters.

Lecane bulla is widely distributed predominantly in tropical or subtropical environments. It is characterized by living mainly in the shallow littoral region of aquatic ecosystems where they feed on bacteria and detritus. They have an average life cycle of seven days.
